GENERAL RESPONSIBILITIES
As part of the ACF-Philippines WASH operational areas, the WASH field Engineer will be in charge of all technical activities related to construction and will ensure the efficient and smooth implementation of the WASH projects in ACF targeted areas.
1. Supervise all WASH related construction activities at field level.
2. Ensuring the quality of work at field level.
3. Monitor field work according to BOQs and drawings.
4. Supervisions of skilled and unskilled labour and ensure work as per international working hours and timely labour payments.
5. General support of ACF objective and initiative.

SPECIFIC OBJECTIVES
Objective 1. Programming
1. Carry out (participate) in Technical assessments at field level.
2. Conduct the sanitation marketing assessments.
3. Support to supervisors for conducting the feasibilities, design and BOQs development.
4. Help and plan construction related activities in the assigned sites.
5. Implement and monitor day-to day activities according to BOQs and drawings in collaboration with the skilled and unskilled labour.
6. Prepare regular reports on the progress of construction for the assigned sites.
7. Ensure the quality and quantity of material at field as per BOQs and according to way bills.
8. Ensure completeness and quality of construction work base on the work plan and schedules.
9. Ensure the good respect of working conditions while in the field, especially the respect to ACF code of conduct and standard operating procedures for the area of operation and safety rules on the construction sites.
10. Issue and sign the work done certificates as per ACF design.
11. Turn-over of WASH infrastructures to village base committees.
12. Ensure safety procedures and rules are respected in the field by all workers.
13. Represent ACF with different community stakeholders at field level
14. Maintain good communication with beneficiaries and partner organizations on the field

Objective 2. Finance
1. Prepare the Daily workers payment sheet and payment documents for Workers/contractors as needed.
2. Support to line manager for timely submitting daily payments sheets.

Objective 3. Administration
1. Organize day-to-day logistics, administration, and personnel activities
2. Manage all related program equipment and materials in close consultation with the logistics/procurement officer. Maintain and ensure proper Project asset register.
Objective 4. Emergency Response

WASH engineer should be available anytime to respond WASH emergency.
1. Initial Rapid Assessment in affected areas.
2. Identify the emergency WASH needs and plan & implement the emergency WASH activities
3. Coordination with camps and Government staff at field level.
4. ensure the water testing done on time.
5. Daily reporting and updates of field.

QUALIFICATIONS
• At least two years of practical experience in water and sanitation projects with I/NGOs – Excellent knowledge of water supply & Construction or other certification in WASH infrastructure and experience – Good understanding of low cost and environment friendly sanitation – Good experience of conflict management at field level – Have good understanding in working at an I/NGO atmosphere – Knowledge of English or local dialect – Have good understanding of technical drawings
• Personnel management skills
• Ability to work well in a team in difficult circumstances
• Have good knowledge of water quality testing
