5. MARKET VALUE: Php 1,392,681.00 – Php 2,158,649.00 basic salary p.a. equivalent to FSN-11
in accordance with AIDAR Appendix J and the Local Compensation Plan (LCP) of the U.S. Embassy Manila. The salary offer will be based on a combination of
the candidate’s salary history and of the U.S. Embassy Manila’s LCP, and will be within the annual range listed above.
6. PLACE OF PERFORMANCE: The position is based in Manila, Philippines.

7. STATEMENT OF DUTIES:
The USAID Project Management Specialist (Environment) is posted in the Environment Office (EO), USAID/Philippines. The Specialist is a member of the
Environment Office that manages a $125 million portfolio. S/he reports to the Regional Environment FSN Specialist and manages a complex portfolio that covers a
wide range of technical areas and covers priority initiatives for the U.S. Government (USG).
The Specialist is a lead expert on natural resource management. In this capacity, s/he functions as a lead technical advisor to USAID/Philippines Management and
staff on natural resource management, forestry, biodiversity and other environmental issues
The incumbent plays a lead representational role for USAID interests with senior Government of the Philippines (GPH) counterparts on topics related to natural resources, forestry, sustainable landscapes, combatting wildlife trafficking and biodiversity in high-level national fora, and with other international donors, the academic sector, and non-government organizations (NGOs). The incumbent works across the U.S. Government inter-agency on priority USG and GPH initiatives like combating wildlife trafficking, illegal, unreported and unregulated fishing (IUU), energy, water, and environmental resilience
In managing projects, the Specialist chairs and co-chairs technical committees responsible for developing, managing, monitoring and evaluating USAID projects,
as well as supporting the inter-agency to develop strategies, events, and programs. S/he is the Contracting Officer Representative (COR) for one to several
environment activities. Additionally, the Specialist also serves as Activity Manager, and manages grants, contracts and inter-agency agreements in the Natural
Resource and Environment Sector. The Specialist will also be required to provide support to the energy, water, and urban development portfolio of the Environment
Office.

Major duties and responsibilities include:
A. Promotion of the Improved Governance of Natural Resources (50%)
Promotes the adoption and implementation of improved environment policies to address critical threats to the sustainable use of natural resources and supports
better environmental governance. Emphasis is on promoting transparency, participation and accountability to strengthen the abilities of national and local
governments to better protect ecosystems.
Oversees the design and implementation of policy studies and training to improve governance of forests, fisheries,
coastal and marine areas, and energy and water resources; to strengthen conservation; to reduce corruption, conflict, and illegal logging; and to conserve
biodiversity by addressing wildlife trafficking. Presents the costs and benefits of natural resource policy options to senior Government of the Philippines’ officials
and local government leaders.
Serves as the Contracting Officer’s Representative (COR) and Agreement Officer’s Representative (AOR) for key contracts and/or
grants, as well as an Activity Manager for inter-agency agreements. Develops, maintains and strengthens working relationships with key partners, including
Government of the Philippines agencies, local governments, private sector entities, non-governmental organizations (NGOs), other international donors,
universities and the media to build synergies.
Prepares and disseminates to USAID/Philippines staff and program partners information on issues, accomplishments -and worldwide best practices in reforming environment policies, addressing critical threats to the sustained use of natural resources, improving environmental governance, combating wildlife trafficking, and environmental resilience.
Identifies and supports natural resource policies and good environmental governance among concerned stakeholders, including the civil society and community-based groups. Creates and expands public-private partnerships to achieve and sustain greater developmental impacts in environmental governance in the areas of forest, coastal and marine management and biodiversity conservation.
B. Identification and Analysis of Priority Environment Policies (35%)
Leads efforts to assess natural resource policy and environmental governance constraints (e.g. transparency, participation, and accountability) and identifies priority issues requiring policy reform.
Identifies the most urgent threats to ecologically and economically important natural resources, including energy, water, fishing, logging, and wildlife trafficking. Advances policies that reduce threats to natural resources and formulates action plans to reform environment policies.
Action plans outline key steps to reform policies and support implementation, including performance measures, and describe how to identify and address threats

to natural resources through improved policies.
Plans will promote greater transparency, participation, and accountability. Leads efforts to identify key challenges facing biodiversity and tropical forest conservation in the Philippines and advises USAID staff and inter-agency partners on actions to conserve resources.
This includes taking the lead in preparing and implementing biodiversity, forestry and other related assessments, as well as designing new activities. Maintains
awareness of and provides feedback on proposed changes to USAID environment policies.
C. Program Implementation (15%)
Carries out other tasks as appropriate to implement Development Objective 3 – “Community and Environmental Resilience Enhanced” – of USAID/Philippine’s
country strategy. This includes liaising with other USAID offices. Leads inter- agency working groups on topics related to tropical forest and biodiversity
conversation, and/or combating wildlife trafficking.
Assists the USAID Environmental Office by advising USAID staff on the development of Initial Environmental Examinations, implementation of Environment Assessments, and review of multilateral project proposals. Consults closely with all on-going projects and activities in EO to ensure project coordination and collaboration. Prepares regular updates on the status and location of activities and helps ensure locations are maintained in regularly updated maps.
SUPERVISORY RELATIONSHIP: The Specialist works under the direct supervision of the Regional Environment Specialist (Team Leader of Biodiversity and
Sustainable Landscape in the Environment Office). Supervision of other USAID staff is not contemplated.
8. AREA OF CONSIDERATION: Open to all interested individuals who are Filipino citizens or non-Filipino citizens lawfully admitted for permanent residence in the
Philippines, and who also have the required work permits. USAID/Philippines does not sponsor work permits.

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
a. Education – A Master’s degree in natural resource management or field related to improving natural resource policies and environmental governance, such as
social science and public administration is required. Note: Additional education may NOT be substituted for Experience.
b. Prior Work Experience – Minimum of (5) five years of progressively responsible, professional level experience in project management related work in biodiversity
conservation, natural resources management and environmental governance with three of those years spent in promoting improved governance in the environment
and natural resources management. Note: Additional experience may NOT be substituted for Education.
c. Language Proficiency / Communication Skills – Must have excellent communication skills in English and Tagalog, both in oral and written forms. With this level
of communication skills, the Specialist is expected to: prepare regular and ad hoc reports, project documentation, and briefing papers, develop and deliver
professional quality reports and presentations, and possess the ability to translate, on occasion, when the Specialist may need to act as an interpreter.
d. Job Knowledge – The Specialist must have: a) demonstrated knowledge of viable approaches for identifying critical environment policy issues, analyzing policy
options and promoting the implementation of improved environment policies; b) demonstrated understanding of proven approaches for promoting more transparent,
participatory and accountable practices and policies governing the sustained use of the environment; c) demonstrated understanding of the critical threats facing
the water and energy sector, and sustained use of coastal resources and forests, including overfishing, use of destructive fishing practices, illegal logging and
conversion of natural forests, and viable approaches for addressing these threats; d) demonstrated understanding of effective approaches for ensuring the
sustainability of development efforts to promote the wise use of natural resources and improved environmental governance; e) demonstrated expertise in forming
and supporting coalitions to achieve specific development objectives. Must have or the potential to quickly acquire such knowledge, of U.S. Government legislation
relating to development assistance; and of the objectives, methodology, and status of the programs and projects to which assigned.
e. Skills and Abilities – The Specialist must be a recognized expert in the area of environmental policy analysis and formulation and managing all phases in designing
and implementing environmental governance programs to achieve planned results. S/he must be an expert in both technical and administrative aspects of project
management. Incumbent must possess strong presentation skills and the ability to persuade and mobilize stakeholders to support efforts to improve natural resource
policies and environmental governance. S/he must have demonstrated excellent interpersonal and teamwork skills, and the ability to develop and maintain strong
working relationships with a broad range of development partners and program stakeholders. Incumbent must have excellent computer skills and the proven ability
to prepare professional quality reports and presentations. Proven self-starter who is highly motivated and committed to addressing environmental issues.
