Training Consultant on Livelihood – Centered Community – CARE Philippines

A. Background
CARE Philippines – with funding from Global Affairs Canada (GAC) – currently implements the Typhoon Haiyan Reconstruction Assistance (THRA) Project to support the economic reconstruction of people affected by typhoon Haiyan in three provinces: Antique and Iloilo in region 6 and Leyte in Region 8, through addressing the root causes that hamper access to knowledge, skills, products and services while complementing the initiatives of the national and local government. The programme aims to strengthen the diversification of livelihoods at the household level, helping to build on known experiences and strengthening the capacity of community members and entrepreneurs (both formally registered and informal enterprises), in particular women. Focus has been given on selected value chains – cassava/other root crops, seaweeds, abaca, herb, and vegetables. Cross-cutting themes of governance, advocacy, gender, DRR-CCA, and environment are mainstreamed across all the value chains and its related interventions.

DRR-CCA Component of the Project
The main priority of the DRR-CCA and Environment component is the development of resilient livelihoods. Alongside this is the initiative on securing policies that would advance and support the value chains in the focus areas, as well as the embedding of DRR-CCA-EMP into value chain maps and development plans with the objective of ensuring resiliency and sustainability within each value chain node – from inputs to production to processing to marketing to consumption. In order to address Outcome 1110 of the project, which seeks to increase access of women and men to knowledge, skills and services needed to engage in gender responsive, sustainable economic activities that incorporated appropriate risk reduction measures, several initiatives that will give emphasis on capacity development of enterprise actors and of farmers/producers will be undertaken. The initial step is the conduct of community-based vulnerability and capacity assessments in communities where CEFs/WEFs operate. It is in this context that the services of a trainer-consultant will be contracted. Please see below details of the consultancy.
B. Scope of the consultancy

Within framework of the DRR-CCA Component Strategy, the consultant is required to:
1. Prepare a training design for the Training on Livelihood-Centered Community-Based Vulnerability and Capacity Assessment for Seaweed CEFs
2. Conduct Training on Livelihood-Centered CVCA for Seaweed CEFs
3. Prepare and submit comprehensive training activity report and documentation at the end of the activity
Duration
1. The contract would be for up to 15 calendar days, which will be allocated for the preparation and conduct of the Training on Livelihood-Centered CVCA for Seaweed CEFs and report writing.
Travel involved
The consultancy requires travel to the project area in Iloilo where the workshop will be conducted.
C. Expected Outputs
The consultant is expected to produce the following:
1. Training workplan for the duration of the contract (15 calendar days)
2. Training design which includes modules and session guides for the Training on Livelihood-Centered CVCA for Seaweed CEFs Workshop activity report and documentation
3. Livelihood-focused risk and hazard maps
4. Training report and photo documentation
The consultant is expected to conduct the following:
1. Training on Livelihood-Centered CVCA for Seaweed CEFs
Expected output should be able to address the following:
1. Risks and hazards that seaweed-related livelihoods face
2. Vulnerabilities of the seaweed livelihood sector
3. Capacities of the seaweed livelihood sector
D. Skills, qualifications and experience desired
It is necessary for the consultant to have the following relevant experience:
• A minimum of 5 years professional experience in conducting training related to disaster risk reduction, climate change adaptation and the seaweed value chain.
• Knowledge of value chain framework is a must; familiarity of seaweed value chain is preferred.
• Proven ability to prepare training design and reports.

The consultant should demonstrate the following skills:
• Problem-solving

• Adaptability
• Can work independently
• Qualitative and quantitative research Excellent English writing skills
E. Work Plan
The consultant shall submit a work plan to indicate the process by which they will undertake the achievement of expected outputs. The work plan should be in matrix form specifying indicative activities required to accomplish the deliverables as well as the schedule and timeframe for each. The workshop activity reports and documentation are expected to be completed and submitted within 15 days after completion of the training.
F. Consultancy Budget
Actual costs involved in the conduct of trainings – such as materials, accommodations, per diem, travel and other operational costs – will be covered by CARE Philippines.
