I. GENERAL CONTEXT
Asmae is a French international solidarity NGO specialized in child development. Independent, non-religious and non-political, it is open to everyone.
Created in 1980 by Sister Emmanuelle following her experience with scavengers in Egypt’s slums, Asmae keeps on respecting its founder’s values and methods: listening and proximity, pragmatism, respect of the differences, professionalism and reciprocity.
Asmae’s action aims to support vulnerable children and their families through providing tailor-made and long lasting support to local stakeholders working on child education and protection.
Its vision, “A fair world which guarantees that children can live and grow with dignity within their environment, to become free women and men who contribute to society”, is broken down into four missions:
• Stimulate child development through a global approach. To do this, Asmae also works on family support by taking their environment into account;
• Build the capacity of local stakeholders involved in child development, boost cooperation amongst them and maximize their social impact;
• Stand up for children by raising awareness and advocating;
• Experiment, disseminate and share practices.
Nowadays Asmae supports education and protection projects through 64 local organizations in Burkina-Faso, Egypt, France, India, Lebanon, Madagascar, Mali and Philippines. Furthermore, in France, Asmae also directly manages a mother and child care center.
II. BACKGROUND
Asmae has been working in the Philippines since 1989. It has developed programs on prevention of school drop-out and underperformance, prevention and care of children at risk, adolescence support and support to children with disabilities. Asmae currently partners with 10 local NGOs in two areas: Luzon (mainly Metro Manila) and the Visayas (Panay, Negros Occidental and Bohol). Asmae has also developed a network of street educators in Metro Manila (SENMAP).
Following the strategy designed for 2016 in the Philippines, one of the priorities is to reinforce Asmae’s program on prevention and care of children at risk, which includes developing interventions toward the street families. Indeed, within the frame of SENMAP, a study has been conducted on street families in 2013/2014. This study highlighted that homelessness is chronic (affecting families over several generations) and nurtures the cycle of poverty and abuse. Whereas it also showed that the most crucial factor in coping with street life and fostering children’s resiliency is the quality of the interactions between the members of the family. This study also provides the different types of recommendations to address the issue.
III. JOB PURPOSE

The Technical Advisor will be responsible for developing strategies and interventions toward street families. He/she will work under the direct supervision and in close coordination with the Country Coordinator.
IV. DUTIES AND RESPONSABILITIES
• Complete the study on street families
o Develop an exhaustive map of the services and the interventions provided to street families by different actors in Metro Manila;
o Provide a technical review of the recommendations listed in the study and propose concrete feasible implementation actions.
• Disseminate the learnings of the study on street families
o Create two reader-friendly booklets and/or other pedagogical tools: one on the representation of street families targeting institutional stakeholders, and another one on adapted practices to support street families targeting NGOs;
o Identify and create adapted means to reach institutional stakeholders and NGOs to raise awareness on street families’ issues.
• Develop networking on exclusion and protection issues
o Promote Asmae’s participation into existing networks on exclusion and protection;
o Identify and follow the main trends in the field of exclusion and protection in the Philippines.
• Identify & implement a new partnership
o Based on the mapping of services and interventions, conduct an exploratory mission in order to identify whose local stakeholders Asmae could partner with;
o Propose an action plan to support the Country Coordinator in developing a strategy of intervention with the local stakeholders.
• Provide technical support to the Country Coordinator and Head Office
o Upon request, provide technical inputs on project proposal design and project reporting.
V. PROFILE
Education
• Master’s Degree or equivalent in social work, social sciences, psychology or other related field
Professional Experience
• Significant experience in the field of social exclusion
• Significant experience in project management
• Significant experience in community-based development
Professional Skills
• Strong background in social exclusion or protection issues in developing countries
• Experience in developing guidelines, procedures and trainings
• Skills in writing analytical reports and technical research papers
• Ability to effectively work in partnership on multiple levels and with multiple stakeholders
• Excellent communication skills including active listening
• Ability to work independently and manage multiple responsibilities
• Fluent in English (oral and written skills); fluent in Tagalog would be a plus.

VI. PRACTICAL INFORMATION:
Job location: Manila
Status: project based contract, FULL TIME; a clause of exclusivity will be signed
