Context:
Under the direct supervision of the Chief of Mission (CoM) in Manila, Philippines and in close coordination with the Senior Regional Resources Management Officer (SRRMO) for the Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand as well as the Department of Resources Management (DRM) and relevant units at Headquarters (HQs) and Administrative Centres (particularly Manila (Global) Administrative Centre (MAC) Human Recourses and Common Services Units and Panama Administrative Centre (PAC)), the successful candidate is accountable and responsible for managing, monitoring and administering the financial, budgetary, treasury, human resources, procurement/logistics and Information and Communication Technologies (ICT) functions in the Philippines Mission.
Core Functions / Responsibilities:
1. Plan and monitor the financial management for all activities of the mission and supervise/coordinate the preparation of financial, donor reports and budgets, including the oversight of financial expenditures and accountability and the undertaking of financial analysis of projects in the mission.
2. Regularly provide the Chief of Mission with financial updates on the status of the IOM country programme resources and future outlook, reporting deadlines, budgetary allocations and forward planning.
3. Ensure implementation of and adherence to internal controls to prevent fraud and mismanagement; develop and implement relevant operational control systems.
4. Administer and maintain PRISM approval tree, workflows and security access control for the mission ensuring proper internal controls and segregation of duties. On a monthly basis, reconcile all accounts in PRISM; track possible discrepancies and process the required transaction in PRISM to facilitate proper monthly reconciliation of the accounts.
5. Coordinate and oversee the day-to-day administrative, finance, human resources, procurement/logistics, ICT and other administrative activities in the Mission and its Sub-Offices. Oversee the proper utilization and recording of the Mission resources, transactions and assets in the Organizational electronic resource management tool, and the regular maintenance and upkeep of supporting documentation.
6. Support and provide guidance to staff in matters related to IOM’s administrative questions, local institutions, internal regulations and human resources issues with a view to enhance their knowledge for the smooth running of the mission’s operations. Monitor and provide CoM advice on the Mission training needs, and coordinate on assessing professional development opportunities, plans and resource requirements.
7. Supervise Human Resources, Finance, Procurement, Logistics and ICT Units in line with the Organization’s policies and procedures. Provide support and on the job training in admin/finance.
8. Participate in the senior management team in the development and implementation of short and long-term management objectives and goals. Liaise with project managers regarding funding level of on-going activities and estimated funds coming-in through foreseen future activities.
9. Represent the Organization at relevant high level of inter-agency meetings and act as CoM’s alternate in SMT meetings, as required.
10. Oversee the maintenance of mission’s office premises, equipment, vehicles and supplies.
11. Monitor, assess and evaluate the administrative and financial aspects of programme activities of the mission.
12. Liaise with donors in regard to new, on-going or completed projects, when required.
13. Undertake duty travel to provide regular administrative support to the Sub-Offices, including Complaisance Control.
14. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Finance, Accounting, Public Administration, Business Administration, Commerce or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.
• Professional certification as chartered accountant (CA) or certified public accountant (CPA),
Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified
Accountants (ACCA) will be a distinct advantage.
Experience
• Management experience at the international level, accompanied by background in finance, accounting and budgeting; good knowledge of human resource management;
• Field experience a plus, including in liaising with governmental and diplomatic authorities as well as international institutions;
• Knowledge of International Public Sector Accounting Standards (IPSAS) and SAP highly desirable;
• Knowledge of IOM Accounting systems, software and procedures, a distinct advantage;
• High level of computer literacy, in particular, experience in computerized accounting systems and software.
Languages
Fluency in English is required. Working knowledge of any local language and/or Spanish and
French is an advantage.

Internationally recruited professional staff are required to be mobile.
