The Security Officer is responsible for ensuring a permanent monitoring of ACTED’s staff, activities and/or resources’ security in compliance with its security and safety guidelines, so also with the public relations (PR) in the area targeted, and implementation of PR management tools.
Duties and Responsibilities:
1. Context analysis
• Analyse the situation in the area and provide regular contextual security report and share with Coordination
• Focal point for all subjects related to Public Relations.
• Create and maintain a strong PR network in the area with local Authorities, INGOs and local NGOs and partners
2. Security Assessments
• In feat with the Philippines Security Department (local/nationwide), carry out security assessments and evaluations (MOSS self-assessment) in all ACTED area, particularly in the place of intervention
• Update Security risks assessment, SOPs and others security documents as appropriate and share with Coordination and all local staff and ensure the security notice rules are applied
• Offer appropriate security recommendations
3. Operational support
• Maintain a good public relations in the field
• With staff in charge ensure the safety and effective use of all ACTED staff, assets and property in the area
• Ensure that each area has a proper communication procedure and a proper following of movement of staff and vehicles
• Holds keys to hibernation kits, carries out regular checks on hibernation kits and order replacement stock through logistics function
• Report any damage to perimeter fence, warehouse or other structures to Infrastructure tea
4. Briefing and training
• Provide security briefings for all incoming ACTED staff with follow-up periodically or when applicable
• Lead security training for the team in the field
• Provide advice for the implementing of activities
5. Liaison with humanitarian, military, community and other actors
• Establish a strong relationship with others security actors, including INGO, Philippines local NGO and agencies working in the security management filed
• Participate ACTED during security meetings if asked by the coordination
• Share security updates with ACTED coordination
6. Reporting
• Fill reports in case of security incident and follow up as appropriate
• Fill the incident data base for each base (particular base) and centralize the national incident data base
• Participate in the writing / updating of Country Security Plan and annexes
Qualifications Required:
• A minimum of five years with advance university degree of progressively responsible experience in the military, police or (NGO) security management is required
• Deep and clear and humanitarian principles and understanding of humanitarian activities
• Good interpersonal skills and work under pressure
• Demonstrable experience in report writing and analysis
• Good training skills
• Fluency in English is essential, both spoken and written; able to speak and understand local dialects (Cebuano, Maguindanaon, Tsabacano, Tausug,) is an edge
