Integrated Risk Management Learning Lab Knowledge Manager – CARE

The Learning Lab Knowledge Manager is responsible for managing the Integrated Risk Management (IRM) Learning Lab. The Learning Lab Knowledge Manager reports directly to Integrated Risk Management Director. The IRM Learning Laboratory is one of three key elements of the Humanitarian Partnership Program whose piloting is mandated on the Country Office (CO) as a result of the Country Presence Review process (the two other elements being the development of a partnership platform for delivering humanitarian preparedness and response, and the creation of a CARE member or affiliate in the Philippines.) The IRM Learning Laboratory will provide support to the partnership platform and the rest of CARE.
Job Responsibility – Management of the IRM learning lab 70% of time

The Learning Lab Knowledge Manager will provide leadership to the operationalization of the IRM Learning Lab. Supervised directly by the IRM Director, s/he will perform the following general tasks:
1. Lead in putting in place a knowledge management system for the Leaning Lab;
2. Support the formulation of the plan and budget for the two-year pilot phase of the Learning Lab;
3. Lead in developing activities such as researches aimed at further creating evidence and greater knowledge on IRM;
4. Collaborate internally with IRM projects and the humanitarian partnership platform of the country office to provide avenues for further developing the concept of IRM, relevant approaches, methodologies and tools;
5. Externally, establish and sustain linkages with project implementing partners, academic and research institutions, national government agencies, local government units, communities, civil society organizations, and the private sector to develop and promote IRM policy, practice and investments;
6. Provide placement for national and international students and researchers to link IRM theory with practice
7. Support in clarifying and promoting the concept and practice of IRM, its approaches, methodologies and tools among partners, CO staff, government, private sector and DRR and emergency response organizations;
8. Support the integration of IRM into CARE projects and programs;
9. Assist in fundraising for the Leaning Lab, including development of project proposals and concept notes

Job Responsibility – Partnership and Networking 30% of time
1. Coordinate with partners the consolidation, documentation and dissemination of existing evidence of IRM practice and learning;
2. Collaborate with partners to generate and share successes, challenges, innovations and learning;
3. Collaborate with partners in producing different knowledge products including publications;
4. Coordinate with partners the organization of regular learning activities, both remote and face-to-face, including conferences, roundtable discussions, and learning visits;
5. Support capacity-building of partners on IRM and the integration or mainstreaming of IRM in their programming;
6. Perform other duties as assigned.

Qualifications (Know-How)
Education/Training
Required: College degree Knowledge Management; or a degree in related fields, preferably combined with short or diploma courses in knowledge management
Desired: Postgraduate degree in the above studies.

Experience
Required:
• Minimum five years in the following fields: disaster risk reduction, climate change adaptation, ecosystem management and restoration, humanitarian and emergency response; three years of which is proven record of experience in knowledge management
Desired:
• At least 3 years of cumulative experience in Knowledge Management for disaster risk reduction, climate-smart disaster risk reduction, or ecosystem-based disaster risk reduction, or ecosystem-based adaptation.
• Familiarity with the application of community-based, rights-based and other approaches
• Experience working with high-risk communities, local government units, national government agencies, academic and research institutions, civil society organization, private sector organizations and donors
• Experience in managing local and international, remote and face-to-face learning activities
• Experience in project development, fund-raising and donor relations
Technical Skills

Review and recommend for approval partner proposals and budgets. Review and recommend for approval partner and care project reports.
Provide recommendations on staffing to IRM director and Country Director.
