Human Resources Officer – International Organization for Migration – Manila

Context:
Under the direct supervision of the Chief, Human Resources Operations and Administrative Services, in close coordination and consultation with relevant units within the Human Resources Management Division (HRM) at Headquarters (HQs), Manila Human Resources Operations (MHRO), Human Resources Advisory Services – Panama Administrative Centre (HRAS) as well as Information and Communications Technology (ICT) services, the successful candidate will be responsible and accountable for ensuring an integrated, approach to global HR automation, reporting, business processes and compliance in line with IOM policy issuances, rules and regulations.
S/he will take the lead role in establishing standards for quality control and quality assurance of
HR transactions, automated validations, operations and data.
S/he will lead the development and automation of standard Global HR reports and review MHRO business processes and workflows with an aim to optimize efficiency and effectiveness of global HR operations and service delivery.

Core Functions / Responsibilities:
1. Develop and implement strategic work plans to strengthen, enhance and adopt internal controls for central HR operations.
2. Develop and implement systems for continuous compliance monitoring and improvement, including quality control and quality assurance of central HR operations. Liaise and follow up with relevant organizational units, in coordination with HRM and HRAS.
3. Analyze and monitor HR data and services to ensure that quality and standards are met in accordance with set policies, procedures, standards and requirements, and advise on corrective action to be taken.
4. Conduct in-depth reviews of HR services for evaluating effectiveness, cost-effectiveness and optimum utilization of services. Identify gaps and duplications in HR processes.
5. Lead the development and periodic update of SOPs, guidelines, and process flows of HR
activities
1. Identify gaps in the use of PRISM HR, its integration with PRISM FI, and other relevant applications. Work with relevant units in coordinating/formulating business requirements and in the implementation of necessary enhancements and system changes in close collaboration with PRISM technical teams in ICT. Participate in user acceptance testing activities for PRISM releases and other system changes. Provide substantial contributions at the periodic PRISM enhancements meetings.
2. Work with the relevant units to set up global reporting standards, including the coordination and development of reporting functionalities in HR systems, strategic use of data – dashboards on diversity, absenteeism, etc.
3. Develop and participate in the development/delivery of knowledge management tools and training of HR staff to preserve/enhance institutional knowledge and know-how. Assess effectiveness of trainings and update as required.
4. Perform such other related duties as may be assigned.

Required Qualifications and Experience:
Education
• Master’s degree in Human Resources, Business Administration, Management, Information System or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.

Experience
• Progressively responsible experience in HR;
• Experience in HR or HR compliance;
• Sound knowledge of HR management, principles and concepts of organization performance management and best practices;
• Experience working in an international and/or multicultural environment;
• Experience/ knowledge of the IOM and/or the UN System;
• Experience in designing and delivering training solutions;
• Demonstrated ability to train and motivate staff in a multicultural team environment;
• High level of computer literacy with experience in HR IT systems and applications;
• Working knowledge of SAP required.

Languages
Fluency in English is required. Working knowledge of Spanish and/or French an asset.
