Action Against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action Against Hunger in more than forty-six countries working in projects concerning four areas of focus: Nutrition, Food, Security and Livelihood, Water, Sanitation and Hygiene, Disaster Risk Reduction Management, Advocacy and Good Governance.
General Responsibilities:
He/she will support the recruitment processes, monitor contracts and contracts renewals, co-ordinates and monitors completion of performance appraisal and personal development plans, provide advice staff on interpretation of Action Against Hunger policies and practices and assist in any necessary review in close coordination with the HR Management Officer.
Objective 1:Recruitment and Selection
Facilitates the conduct of the recruitment process in the base location in coordination with the HR Management Officer
Ensures that all recruitment processes complies with the ACF International policies and procedures.
Provides inputs in drafting job descriptions for all positions to be opened for recruitment
When necessary, participate to candidates’ interviews and make sure recruitment procedures are thoroughly followed by all officers involved in recruitment.
Facilitates the on-boarding process for all potential candidates and newly hired local staff including answering questions from new hires and/or potential candidates in a timely manner
Under the guidance of the HR Management Officer, ensures that all newly hired staff and staff whose employments are being extended and/or renewed, have a signed contract of employment on or before the starting date
Objective 2 : Human Resources Management
Act as the focal point for all HR related queries in his/her areas of assignment under the supervision of the HR Management Officer
Ensures that the appropriate on-boarding process is facilitated for all potential candidates and newly hired staff
In collaboration with the Base Administration Staff, ensures Human Resource Administration requirements as (monitoring attendance, holidays, overtime, etc.) are complied with
Ensures all contracts of employment (new, extensions , termination and renewals, are in accordance with the local labor law
Ensures that the staff’s 201 files contains information that are complete and up to date at all times
Take the lead on providing information on new hires, changes and terminations to the Compensation/Benefits group on a timely basis
Provides support to the coordinators/managers of the staff in the base location regarding the performance management of their staff
Under the guidance of the Human Resources Manager and in collaboration with the HR Management Officer, facilitates the termination of employment of staff in the base location in accordance with the local labor law
Under the guidance of the Heads of Base in any disciplinary action processes in their base location or in any other location as maybe required .
Objective 3: Archiving
Ensure proper archiving of HR related documents (201 files, contract, amendment, payslip, etc…)
Objective 4: Staff Development
Attend relevant seminars/workshops on general human resources process including but not limited to recruitment and selection and human resources management
Objective 5: Emergency Response
Render emergency response services in case of disaster and/or emergency in the Philippines
CONTRACT PACKAGE

QUALIFICATIONS:
University degree in Human Resources Management, Psychology or other social science and/or business management courses.
Knowledge of HR procedures is REQUIRED in areas of Recruitment and Selection / On boarding / Staff Administration / Performance appraisal / Compensation and Benefit
A previous experience as HR Officer, HR Assistant or Admin Base with INGO is highly desirable
A team player/builder with strong organizational, interpersonal and communication skill and able to perform under pressure.
Skills in planning, general amangement, and organization; to be alble to foresee risks and propose alternative solution in advance
Capacity to work autonomously but in close coordination with the line manager
A high flexibility to adjust to and adaptability to different people, culture and environment
Ability to work under pressure with tight deadlines
English and Filipino language in written and spoken is essential
