Purpose:
To ensure the quality and effectiveness of health and nutrition programming and its outcomes and results obtained in area programmes, along with the Operations line management, technical specialists, and area programme leads to ensure programme contribution to Child Well-being targets.
Objectives: The Health and Nutrition manager supervises the overall sector/technical team, including field based and sub-sector specialties, and is responsible for resource development and management of bilateral and multilateral grants. In addition, the health and nutrition manager plays a key role in national level advocacy and partnerships on sector specific issues and policies to achieve child well-being outcomes and targets.
Key Responsibilities:
Leads the development of technical programme designs
Identify the key objectives of the technical programme that address the needs highlighted in the assessment, using the requisite technical approach
Develop the details of the programme design, based on the health and nutrition logframe, and PoC developed in the technical approach, in collaboration with other Technical Managers and DMEs
Develop a feasible multi-year budget and staffing plan for the technical programme
Collaborate with the Program Quality Team to develop a specific M&E plan that includes relevant strategic indicators
Share the programme design with operations line management and other technical managers, for input and feedback Finalise the design document and in collaboration with DME specialist (Program Quality Team), plan for the baseline measurement
Ensures quality in design process and/of design product
Review the design to ensure programme plans meet health and nutrition standards for better practice in that technical area
Ensure design meets national office programme design quality standards, including addressing cross-cutting issues
Ensure CWB standard and NO defined indicators including strategic indicators are included as appropriate Ensure the specific needs of the most vulnerable children are addressed in the programme design
Ensures quality monitoring at technical programme and contribute to area programme level monitoring
Identify monitoring activities, roles and responsibilities based on the generic logframes and M&E plan.
Use monitoring data to adapt or refine programmes
Consistently and systematically refer to key monitoring data in the development of strategic and programmatic priorities
Use monitoring data as the basis of six monthly and annual reporting
Ensure that monitoring is meeting the needs of the various stakeholders, including staff (H/N technical specialists) learning and development and coaching/mentoring
Ensure ethical practice in the collection, use and dissemination of monitoring data
Ensure data quality of monitoring data Review monitoring data to ensure that it is accurate, relevant and contributes to national office strategy.
Provide technical feedback and support to Associate Directors for Operations, Area Programme Leads (PO2) and Technical Specialists on monitoring
Provide feedback to the area programme team leaders (PO2) and technical specialists on the monitoring data they generate.
Share lessons learned from technical programme with area programme teams to enhance local planning and implementation. Based on lessons learnt suggest modifications that might be necessary at the local level.
Provide technical feedback to Operations Management particularly programme effectiveness team on monitoring performances
Collate monitoring data from across the area programmes for the technical programme and report to NO Operations to inform CWB and strategy progress via a management report every six months.
Use results from DME processes to inform decision making and make appropriate adaptations of programme plans. Share lessons learned with national office staff for the betterment of all programmes.
Develop the technical programme management report
Develop the structure and the outline of the report according to WV requirements.
Organize narrative following a logical flow, so that it is informative and relevant to program objectives.
Ensure report contains appropriate and necessary information.
Ensure that findings and conclusions are based on careful analysis and interpretation of relevant data.
Write the report using language that is appropriate to the reader and in line with WV reporting guidelines.
Provide supporting evidence for any recommendations and/or suggestions.
Check the report for accuracy and edit as required.
Incorporate feedback from key stakeholders and reviewers.
Finalize and share the report
Distribute and store the report according to NO policies.
Use report to generate communications materials in ways appropriate to the audience. Use report for follow up and management of programmes and staff in local programming areas.
Provide technical support during evaluation planning
Contribute to scoping discussions including the purpose and relevance of the evaluation.
Review terms of reference and provide feedback.
Input into discussions on scheduling to ensure alignment with programming community plans.
Coordinate communication between evaluation team and the local community stakeholders, programme staff and partners.
Organise the logistics required for their specific area in accordance with the plan. Review measurement tools for alignment with design and relevance to local context and provide feedback to evaluation team lead.
Provide technical support during data collection; analysis and interpretation and on the use of evaluation findings
Support evaluation management team with logistic, staff supervision.
Support critical problem solving with the evaluation management team.
Ensure the clarity of communication between the evaluation team and community stakeholders, staff and partners.
Review the initial findings and provide input to question or validate the initial findings
Contribute to the development of recommendations based on the findings.
Organise the logistics for feedback sessions with community and other partners.
Participate in the community feedback session and support clear communication between all parties.
Review evaluation report and other products and provide feedback. Use the evaluation report or other products as appropriate with external stakeholders to share learning, advocate for WVs work or mobilise resources.
Leads the implementation of recommendations
Use the recommendations to adapt programme plans as required. Follow up to ensure the recommendations are implemented as per the plan.
Provides technical support during assessment
Contribute to scoping the assessment plan, ensuring that key areas of the technical approach are covered in the assessment
Support assessment process and report recommendations, for consolidation into subsequent design process
Identify key messages for inclusion in the report, according to NO requirements and in line with NO strategy.
Leads on national sector specific network/coalitions and partnerships and resourcing
Sustains national sector specific network/coalitions and partnerships by engagements/participation to events
Prepares program/project concept notes for funding in close coordination with the Grants Acquisition Management Team (GAMT) and Support Offices for other funding streams
Supports to Emergency Response
Provides Health and Nutrition technical support during emergencies.
Ensures H/T team supports emergency response as necessary
Manages the Health and Nutrition Team
Ensures team and individual Performance Agreements and Reviews
Coaches, mentors, disciple direct reports
