Context:
IOM Philippines has partnered with the Government of the Philippines through the Office of the Presidential Adviser on the Peace Process (OPAPP) to implement the latest version of the PAMANA project in the ARMM in support of the 1996 GPH-MNLF Peace Agreement. This PAMANA project 2017-2018 will be implemented in conflict-affected and fragile communities in Mindanao, and will commence in 2017.
Under the direct supervision of the Chief of Mission (CoM) and in close coordination with Senior Resources Management Officer in Manila, Philippines, the successful candidate will be responsible and accountable for managing and supervising the Sub-Office in Cotabato, as well as leading the promotion and field implementation of the “Peace and Development (PAMANA) Initiatives in Conflict-Affected Areas in the Autonomous Region in Muslim Mindanao (ARMM)” project in line with IOM policies, standards and commitments.

Core Functions / Responsibilities:
1. Supervise and manage the operational, human resources, administrative and financial functions of the Sub-Office in accordance with the Organization’s regulations and procedures. Execute responsibility for the recruitment and capacity building of local staff. Staff supervision includes management of project staff and consultants in the Area of Responsibility (AoR) of the Cotabato Sub-Office, as well as the Deputy Program Manager, and reporting and liaison staff based in Manila.
2. As Senior Programme Manager (SPM) in charge of the PAMANA project, direct and monitor the implementation and reporting of all activities in the AoR in line with IOM standards and in accordance to the donor/grant agreement’s stipulations.
3. Advise the CoM on the PAMANA process and other peacebuilding initiatives relevant to the ARMM that may synergize with the existing programme.
4. Oversee the field implementation of all IOM programmes (activities and operations) in the Autonomous Region of Muslim Mindanao.
5. Provide technical and expert advice/guidance at all stages of the peacebuilding programme, including providing training and technical assistance, assigning duties, building capacity, giving feedback to staff members and resolving performance issues.
6. Identify gaps, operational challenges and constraints and take action to increase effectiveness and programme success, and to streamline procedures for the Programme and the Sub-Office.
7. Establish, promote and strengthen working relationships with regional and local governmental authorities, international organizations and NGOs, and other stakeholders in peacebuilding and migration governance in the AoR.
8. Undertake duty travel related to programme assessments and guidance, liaison functions, management meetings and/or ensuring the provision of assistance as required.
9. Provide regular and timely updates and reports on AoR operations, programme achievements, challenges, finances, cluster/sector discussions, and donor liaison issues to the CoM and other senior management staff.
10. Ensure compliance to mandatory IOM trainings for all staff, consultants and local partners in the AoR.
11. Ensure compliance with IOM policies and procedures, including implementation of internal control measures to prevent fraud and mismanagement.
12. Maintain oversight of AoR deadlines, narrative (results matrix oriented) and financial reporting requirements in accordance with IOM Rules and Regulations as well as the donor/grant agreements.
13. Take necessary measures, in coordination with the project management team and the Mission’s Protection Unit, in ensuring prevention and proper responses to complaints of fraud, sexual exploitation and abuse, and other unethical practices.
14. Ensure field visibility in coordination with the donor/s and relevant units within IOM.
15. Represent IOM on ARMM related security issues and meetings, and liaise with relevant security actors – particularly UNDSS – to ensure that IOM staff are aware of any changes and program staff are cleared for travel in a timely and efficient manner.
16. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education
• Master’s degree in Peacebuilding, Political or Social Sciences, International Development, Humanitarian Studies, Business Administration or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.
• Trained on the MGOF, MCOF, transitional justice, reparations and the humanitarian cluster system, a distinct advantage.
• Past training, certification, or self-led (MOOC, etc.) coursework in peace building and community stabilization a distinct advantage.
Experience
• Extensive experience in programme management and implementation of IOM operations in conflict/post-conflict settings;
• Demonstrated ability to lead and coordinate multiple activities and to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
• Demonstrated supervisory experience in staff management including staff evaluations;
• Proven record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions as well as civil society actors including the media and private sector;
• Experience in a rapid transition or post-conflict setting with massive displacements and demobilized former combatants and their families; experience in the Philippines especially in the ARMM, preferred;
• Previous sub office management and programme management (on community stabilization)
particularly in a conflict or fragile state setting, a distinct advantage;
• Good oral and written communication and analytical skills, required.
Languages
Fluency in English is required. Working knowledge of any ARMM language is an advantage.

Internationally recruited professional staff are required to be mobile.
