Join the Communication team of an international humanitarian organization. The ICRC delegation in the Philippines is looking for:
Head of Communication
based in Makati City
As head of communication, you will contribute to the delegation’s efforts to enhance the acceptance of the ICRC and its activities in the Philippines, and promote – in collaboration/coordination with other departments and offices – awareness of and respect for international humanitarian law (IHL). You will play a vital role in running the communication department in an efficient manner, ensuring that the delegation’s public positioning is clearly defined and well communicated to all target audiences.
MAIN TASKS
Leading and managing the communication department
• Lead the communication staff of the delegation and oversee focal points involved in communication activities in all other ICRC offices in the Philippines;
• Advise, train, coach and support communication staff and other delegation staff in communication matters, acting as resource person regarding communication for field training activities organised by other units.
Analysis, planning and management of communication programs
• Define strategies and general and specific communication objectives for the Philippines, elaborate plans of action for specific programs and target groups;
• Lead in evaluating the impact of current communication programs and platforms, and re-adjust accordingly, identifying new opportunities and challenges;
• Supervise and participate in the execution of projects and programs for target groups according to the set plans and to evolving operational priorities.
• Define, manage and supervise the financial budget of the communication department.
Operational communication
• Define and oversee the implementation of the operational communication strategy of the ICRC in the Philippines;
• Ensure sustained and thorough monitoring of perceptions of the ICRC and the Red Cross;
• Update as needed the delegation’s operational communications framework and related guidelines;
• Cultivate the ‘communication reflex’ among operational staff transversally and ensure adequate training for the field and support staff to communicate adequately ICRC’s identity and approach.
Public communication / media relations / environment scanning
• Define and oversee the implementation of the public communication strategy of the ICRC in the Philippines;
• Act as the official spokesperson of the ICRC in the Philippines in accordance with the head of delegation;
• Advise the management in matters relating to the media, handle media relations, initiate press lines, Q&As, briefing notes, and organize press events to assist the management and high-level ICRC visitors accordingly;
• Strengthen and expand the network of contacts with national and international media outlets to ensure its strategic anchoring through increased reporting on the ICRC;
• Ensure the regular monitoring system of the ICRC’s working environment through various sources, and identify current and potential trends that may need more in-depth research and analysis.
REQUIRED PROFILE
Selection requirements
• Solid understanding of humanitarian issues and trends affecting humanitarian issues;
• A background in humanitarian organization is a plus
• Experience in advising high-level executives on public communication;
• A minimum of five years of confirmed experience in strategic communications and in public and/or international affairs;
• Master’s degree or equivalent in social sciences, journalism or equivalent through experience;
• Solid experience in media relations, digital and social media.Your profile

• Excellent writing, editing and analytical skills, including in social media;
• Capacity to work independently under pressure with tight deadlines;
• Strong interpersonal and communication skills, and capacity to work effectively in a small team and together with a range of departments;
• Fluency in English and FilipinoICRC offers
