Girls Advocacy Alliance Consultant – Manila – Terre des hommes

I. Background
Terre des Hommes Netherlands is a rights based organisation that supports local partners in 14 countries in Asia and Africa, to prevent child exploitation in developing countries, to rescue children from exploitative situations and to ensure that these children can continue their development in a safe environment. Terre des Hommes focuses its long-term development work on (Worst Forms of) Child Labour, Child Migration and Child Trafficking, Commercial Sexual Exploitation of Children and Sexual and Reproductive Health and Rights of Children (including Child Abuse and Child Marriage) and on Child Protection in Humanitarian Crisis. Terre des Hommes addresses these issues through four types of interventions: prevention of worst forms of childexploitation, prosecutionof those who perpetrate crimes against children, promotionof a safe and conducive social/economic/legal context for children; and provisionof services to ensure safe and enduring reintegration of child victims.
The Ministry of the Foreign Affairs in The Netherlands has granted a five-year programme: the Girls Advocacy Alliance (GAA). The purpose of this programme is to influence governments, the private sector, the general public and Civil Society Organisations, to bring about equal rights and opportunities for girls and young women in 3 countries in Asia and 3 in Africa.

II. Objectives
Working under the general direction of Terre des Hommes’ Country Manager, the GAA Consultant shall fulfil his/her duties pertaining to Girls Advocacy Alliance (GAA) and Down to Zero (DtZ) during this inception period (June 2016).
III. Organizational Setting
The consultant shall be reporting to the Country Manager of the Terre des Hommes Netherlands, Philippine Country Office. The incumbent shall likewise work in close coordination with the other personnel of the organization in the Country Office, TdH NL local partners, GAA country programme committee, as well as GAA and DtZ consultants and other key stakeholders.
The Consultant shall be required physical presence at forty (40) hours a week at Room 317 Philippine Social Sciences Center, Commonwealth Avenue, Barangay New Era, Quezon City including field work.
IV. Tasks and Responsibilities
The Consultant shall:
To draft narrative ToC DtZ and GAA Philippines by the end of June;
To prepare visual ToC GAA and DtZ Philippines by end of May;
To visit 6 partners in Cebu Island, Eastern Visayas, and Quezon City for Capacity Assessment for DtZ and GAA, and submit the assessment by xxx June 2016;
To fill the Country and Project/Partner results frameworks for DtZ and GAA; and
To assist the consultants of GAA and DtZ in the collection of baseline data – June 2016.
V. Required Qualifications, Skills, and Competency
The GAA Consultant shall meet the following minimum qualifications:
A graduate degree in Public Administration, Development Management, Communications, or other related course;
A concrete background on Commercial Sexual Exploitation of Children (CSEC) as well as Lobbying and Advocacy;
Minimum three years experience in programme coordination, and lobbying and advocacy;
Excellent programme coordination and facilitation skills;
Strong computer skills especially in using web-based apps like Google Docs, Google Sheets, and so on;
Familiarity with international organizations and how they operate;
Strong awareness of child rights and gender-based issues on child exploitation in the Philippines.
VI. Tenure and Compensation
The consultant shall be assigned to deliver the agreed activities for an initial period of one month with a possible extension depending on the need as well as the incumbent’s performance. The tenure shall commence as soon as possible. Consultancy fee is Seventy-five thousand Philippine Peso (Php 75,000) for one month (from mid-May to mid-June). The consultant shall pay his/her 10% income tax to the government. No other benefits and/or compensation shall be granted to the consultant. Hotel accommodation, airfare, meals, and local transportation to Island of Cebu, Ormoc City, and Quezon City are already included in the said fee.
VII. Confidentiality
All information, and other such pertinent organizational matters resulting from the hiring of the consultant shall be exempt from disclosure. As such, this provision shall still be in effect even after the termination/completion of the contract.
VIII. Child Safeguarding Policy and Code of Conduct
The consultant shall be required to sign Terre des Hommes’ Child Safeguarding Policy in order to ensure the sensitive handling of the children involved in the research project. The
consultant shall likewise be required to sign Terre des Hommes’ Code of Conduct against corruption, bribery, and fraud.
