Duties and Responsibilities
Scope of Work
Under the direct supervision of the Project Development Specialist, the Gender Specialist will make the analysis of differentiated impacts of access, use, control of natural resources, or lack thereof, on men, women and youth and the implications for the environment and livelihoods of the local groups and communities in the project area using a Gender Analysis Template and Guide to Conducting a Participatory Gender Analysis for projects supported by UNDP with GEF financing. The assessment will guide the project team to mainstream gender equality and women’s and youth empowerment into project implementation, taking into account the differences, needs, roles and responsibilities of men, women and youth.
The gender assessment will at a minimum utilise the UNDP GEF Guide to Gender Mainstreaming in UNDP Supported GEF Financed Projects for conducting gender analysis and will seek to provide guidance for the project to be gender responsive or gender transformative using the following gender results effectiveness scale as outlined in the UNDP evaluation of gender mainstreaming in UNDP:
Gender negative: result have a negative outcome that aggravate or reinforce gender inequalities and norms.
Gender blind: results pay no attention to gender and fail to acknowledge the different needs of men, women, girls and boys, or marginalized populations.
Gender targeted: results focus on the number or equity (50/50) of women, men or marginalized populations that targeted.
Gender responsive: results address differential needs of men or women and equitable distribution of benefits, resources, status and rights but did not address root causes of inequalities in their lives.
Duration of the Work
The expected duration of work is estimated to be 46 working days spread over 10 months.
Duty Station
The Gender Specialist is not expected to report daily to UNDP office but can be provided a space should s/he need a work area.
Price Proposal and Schedule of Payments
Consultant must send a financial proposal based on lump sum amount.
The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:
Deliverable 1 – Upon submission and acceptance of the draft Inception Report and detailed Workplan: 20 % of total contract amount
Deliverable 2 – Upon submission and acceptance of the first draft of UNDP ProDoc: 30 % of total contract amount
Deliverable 3 – Upon submission and acceptance of Upon submission and acceptance of the second draft of UNDP ProDoc with all required sections and Annexes and first draft EO Endorsement Request: 20 % of total contract amount
Deliverable 4: Upon submission and acceptance of the final draft UNDP ProDoc with all required sections and Annexes and final darft EO Endorsement Request (addressing the comments of UNDP CO and global): 30 % of total contract amount
In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources
In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the UNDP and the Individual Consultant, prior to travel and will be reimbursed.

Qualifications of the Successful Individual Contractor
Educational Qualifications
Bachelor’s degree in Women Studies/Community Development/Sociology/Gender and Development and other relevant courses
Experience
Excellent knowledge and minimum seven (7) years of demonstrable experience in gender analysis and development;
Previous experience working with international organizations;
Language requirements
Good command of English is a requiremen
