The Enterprise Development Specialist (EDS) will provide leadership and oversight to the development, implementation and evaluation of value chain development activities. S/He will work with the Project Team Leader, manage a team of capacity development officers and work with partners to coordinate the operational aspects of community enterprise capacity development initiatives. The EDS, in coordination with the project team, local partners and other intermediaries, will identify strengths, opportunities and gaps to inform the implementation of interventions along the following areas: value chain analysis and upgrading; building resilient community enterprises; market information and linkages; access to business development and financial services; LGUs and private sector engagement.
Responsibilities and Tasks
Job Responsibility #1 – Strategic Unit Leadership
1. In coordination with project team and partners, develop and maintain an updated Unit workplan and associated budget based on approved Project Implementation Plan (PIP), Project Annual workplan (AWP) and relevant documents (EMP, Advocacy Plan, VC upgrading plans, among others).
2. Organize and supervise the capacity building team to implement the Unit workplan.
3. Coordinate with other project Units and technical staff to ensure effective mainstreaming of the following project themes: gender, DRR & CCA, advocacy and governance.
4. Develop appropriate operational procedures and standards, toolkits and mechanisms to ensure quality implementation of initiatives defined in the workplan.
5. Identify, develop and maintain strategic partnerships with partners, service providers and other project intermediaries to enhance the resiliency development among community enterprises and value chains. Develop terms of reference for the engagement of consultants and MOUs for identified partnerships.
6. Represent CARE in relevant events, forums and working groups.
7. Coordinate with CARE Sector Specialists to ensure integration and alignment with CARE’s Women Economic Empowerment (WEE) and other relevant CARE sectors.
Job Responsibility #2 – Management of Capacity Development Initiatives
1. In coordination with project team, partners and service providers, provide technical support to develop and update work plans at the partner and service provider levels consistent with the approved Unit Workplan.
2. Identify, coordinate, and deliver appropriate enterprise and value chain capacity building interventions (training and coaching sessions and learning events).
3. Ensure regular Technical Working Group (TQWG) meetings/activities across the three focus provinces through partners and actively participate in these meetings/activities.
4. Conducts regular field visits to verify quality and progress of project interventions, providing technical guidance and advice, and ensuring regular feedback to Project Team Leader, Technical Team and partners on progress and guidance provided.
5. Effectively integrate quality and accountability mechanisms in all aspects of capacity building interventions implementation.
6. Provide technical guidance/coaching/mentoring among project staff and partners to ensure quality delivery of outputs per approved Unit workplan.
7. Implement and monitor the consultants’ contracts and MOUs with partners.
8. Prepare all necessary reports on the Unit activities. In coordination with the MEAL team, lead in the drafting of donor reports.
Job Responsibility #3 – Project documentation, reporting and unit administration
1. In coordination with the MEAL Unit, document capacity building activities, outputs, learning, good practices; maintain database and other information using appropriate system/tools.
2. Provide support to the MEAL team in their conduct of project outcome monitoring, evaluation and learning activities.
3. Review all field report from team and partners based on workplan; assess progress and provide timely feedback and recommended actions to staff and partners; provide regular updates to the Team Leader and other members of the CARE team on progress, priorities and constraints – verbally and in writing on an agreed frequency.
4. Produce documentation on programme approach, impact and learning to share with internal and external audiences such as clusters and government line ministries.
5. Facilitate the operational support (logistics/procurement, finance, etc.) of the Unit staff in liaison with CARE support Unit/staff to ensure smooth implementation of activities.
6. Address the administrative and HR concerns of the Unit staff in coordination with the Team Leader, HR/Admin Officer and the CD, where appropriate.
7. Ensure all Unit staff understand and carry out their duties in accordance with humanitarian principles, and CARE core values.
8. Conduct performance appraisals of staff and ensure regular feedback and mentoring on individual performance.
Qualifications: Education/Training
Required: Bachelors’ degree in industrial engineering, agri-business, economics, entrepreneurship, or business administration.
Desired: Master’s degree in the above studies.
Experience:
Required
• At least 5 years demonstrated experience in community-level, micro and small enterprise development programs
• At least 5 years managing capacity development programs for community-based livelihood/enterprises
• Good knowledge of value chain development and or social enterprise operations
Desired
• Social entrepreneurship skills (i.e., identify and use opportunities to improve systems, invent new approaches, and create solutions and influencing communities to adopt the solutions).
• Experience or good knowledge of the VC commodities: abaca, cassava, herbs, vegetables and seaweeds and root crops. Experience in working with global logistics cluster.
