The DRR Specialist will provide leadership and oversight to the development, implementation, monitoring and assessment of DRR and CCA initiatives in line with the value chain development approach to build/strengthen risks-resilient enterprises and value chains. S/He will work with the Project Team Leader and collaborate with the project staff, partners and other project intermediaries in implementing the project Environment Management Plan (EMP). The DRR Specialist, in coordination with the project team, local partners and other intermediaries, will build capacity to incorporate environment protection, DRR and CCA into CEF business and LGU development planning as well as risk analysis, preparedness, mitigation and recovery capacities of entrepreneurs and other value chain actors, communities, and local institutions to manage the risks and impact of disasters and climate change.
Responsibilities and Tasks
Job Responsibility #1 – Strategic DRR/CCA Theme Leadership
1. In consultation with project team and partners, develop and maintain an updated project theme workplan and associated budget based on approved Project Implementation Plan (PIP), Project Annual workplan (AWP) and relevant documents (EMP, Advocacy Plan, VC upgrading plans, among others).
2. Coordinate with other project Units, technical staff, partners and service provider to ensure effective mainstreaming of environment protection, DRR & CCA in all aspects of project planning and implementation.
3. Develop appropriate operational procedures and standards, toolkits and mechanisms to ensure quality mainstreaming of environment protection, DRR and CCA.
4. Identify, develop and maintain strategic partnerships with relevant service providers and project intermediaries that will contribute to resiliency development among community enterprises and value chains.
5. Develop terms of reference for the engagement of consultants and MOUs for identified partnerships.
6. Represent CARE in relevant events, forums and working groups; engage on and contribute to theme policy dialogues on all levels, including the national level. Liaise with relevant stakeholders on DRR at local and national levels.
7. Coordinate with CARE DRR Sector Advisers to ensure integration and alignment with CARE global DRR and CCA goals.
Job Responsibility #2 – Coordination of DRR and CCA Initiatives
1. Monitor and provide technical inputs/support to project team, partners and service providers to ensure quality delivery of outputs per approved project and partners’ workplan.
2. Identify, coordinate, and deliver appropriate capacity building interventions (training and coaching sessions and learning events) on environment protection, DRR and CCA.
3. Participate in Technical Working Group (TQWG) meetings/activities across the three focus provinces through partners and provide necessary technical advice/guidance on environment protection, DRR and CCA. Provides advice to Government counterparts and facilitates knowledge building
4. Conducts regular field visits to verify quality and progress of project interventions, providing technical guidance and advice/coaching/mentoring, and ensuring regular feedback to Project Team Leader, Technical Team and partners on progress and guidance provided.
5. Effectively integrate quality and accountability mechanisms in all aspects of implementing the DRR and CCA mainstreaming interventions.
6. Implement and monitor the consultants’ contracts and MOUs with partners.
Job Responsibility #3 – Theme documentation, reporting and administration
1. In coordination with the MEAL Unit and partners, document capacity building activities, outputs, learning, good practices; maintain means of verification (MOVs) and other information using appropriate system/tools.
2. Provide support to the MEAL team in their conduct of project outcome monitoring, evaluation and learning activities.
3. Review all field reports from staff and partners and provide timely feedback and recommended actions; provide regular updates to the Team Leader, other CARE staff and partners on the theme’s progress, priorities and constraints – verbally and in writing on an agreed frequency.
4. Prepare all necessary reports on the theme activities. In coordination with the MEAL team, lead in the drafting of donor reports, with specific focus on the implementation of the project EMP.
5. Produce documentation on programme approach, impact, learning and best practices to share with internal and external audiences such as clusters and government line ministries.
6. Facilitate the operational support (logistics/procurement, finance, etc.) in liaison with CARE support Unit/staff to ensure smooth implementation of theme activities.
7. Ensure that theme activities are carried out in accordance with humanitarian principles and CARE core values.
8. Prepare self-performance appraisals and provide feedback on other colleagues’ individual performance.
Problem Solving
Considering the diverse commodities and operational context, the position will require all three types of problem solving at different stages, but will mainly be faced with the second and third types, considering the project outcomes, outputs and key activities have already been defined; however, activities would have to be adapted to the context and the type of commodities.
Qualifications: Education/Training
Required: Bachelors’ degree in social sciences, disaster risk management, development studies or other field of studies related to disaster risk reduction.
Desired: Master’s degree in disaster risk management or Diploma or certified training relevant to DRR theory/practice will be considered as an advantage.
Experience: Required
• Minimum 3 years of professional experience in DRR/CCA field of work;
• Proven record of experience in capacity building, partners/inter agency/multi-stakeholder coordination, advisory and advocacy works.
• Experience in capacity development programs for community-based livelihood/enterprises development
Desired
• Experience or good knowledge of the VC commodities: abaca, cassava, herbs, vegetables and seaweeds and root crops.
• Good understanding of value chain development and or social enterprise operations.
