GENERAL RESPONSIBILITIES:
The Deputy Program Manager for Community Facilitation provides technical leadership and supervisory support to a team of Area Coordinators for Community Facilitation and field assistants. He/she ensures highquality community facilitation for the shelter, WASH/DRR, Health, livelihoods and networking/linking of projects and activities for the Anibong program of CRS.
SPECIFIC RESPONSIBILITIES:
Project Implementation:
• Ensure the detailed, and on-time, implementation of the social, educational and organizational component of the project, and communicate any delays or constraints to the Program Manager. Keep Community Facilitation team on schedule.
• Facilitate the preparation of detailed implementation plans per project/activity guide for 1) community analysis of “pre-conditions” and present situation; and, 2) discussions on community visioning and organizational development; shelter and resettlement options, community facilities recovery issues (i.e., sanitation), livelihood options and community action plans per purok/zone, cluster, barangay and Anibong-wide.
• Facilitate and contribute in the planning and preparation of the required trainings/group discussions in the barangays for savings habits and land ownership rights and obligations, DRR, health, hygiene, gender and protection activities (on a per cluster and community-wide basis);
• Facilitate the preparation of appropriate training, workshop and work template designs.
• Oversee the implementation of participatory community mapping, household profiling, community action planning and needs assessments, beneficiary registration, beneficiary project/site selection and awarding, in coordination with the MEAL Unit, ensuring that a community-based planning, monitoring and evaluation mechanism is integrated into the functions of community organizations.
• Oversee the effective mobilization of community members and various community-based organizations in target areas, including developing effective strategies for ensuring that community members and government officials understand the beneficiary selection criteria process, project design, project implementation plans, and monitoring plans.
• Facilitate and oversee effective accompaniment of Community Facilitators to HOA/Coop and committees for their shelter, DRR/WASH, livelihood, community facilities and other social enterprise projects.
• Ensure that the community facilitation team effectively engages with community members, community-based organizations and government officials so that they actively participate in project design, implementation and monitoring. Ensure vulnerable groups are well represented in the participation of community-based project/activity planning, implementation, monitoring and evaluation.
• Ensure the community facilitation team is effectively supporting the formation and development of all community organizations and committees required for project implementation, and are training these committees to ensure they have the motivation, knowledge, management skills, structures and systems in place, and that vulnerable groups are represented.
• Oversee and support the preparation of concept notes, and facilitate the linking of Anibong community-based organizations with public, private, and social enterprising groups including: NGOs, GOs/LAs- TESDA/DTI/DA-BFAR/DOLE/DSWD, donors, and partner agencies;
• Support the registration and reporting to regulatory agencies – SEC, DOLE, HLURB, CDA, BIR, City Government;
• Oversee the implementation of activities related with financial inclusion & savings and land ownership, and ensure the completion of the campaigns of behavioral change among resettlement program beneficiaries.
• Coordinate with the construction team on shelter and site facilities construction process, and ensure participation of beneficiary families in designing and building the relocation site.
• Oversee the design and detailed activity guide to resolve community/organizational disputes as they relate to the shelter, DRR/WASH, livelihood recovery program entitlements and/or implementation in a manner that assures protection, transparency, participation and sustainability.
• Support the Program Manager in planning, implementation, financial management, representation, and assurance of program quality.
• Facilitate the documentation and consolidation of Community Action Planning processes, methodologies, trainings designs and activity guides for future use of the community, CBOs and CRS.
• Perform other tasks that maybe assigned by the PM
Monitoring, Evaluation, Accountability and Learning (MEAL):
• Works with MEAL Officer and Program Manager to design the MEAL framework for the Program, including the reporting systems for the Community Action Planning component of the shelter, DRR/WASH and livelihood program.
• Under the direction of the Program Manager and in coordination with relevant MEAL staff, develop an interactive and responsive feedback mechanism to ensure that beneficiary lists are accurate and adhere to targeting criteria, and that communities can provide feedback (anonymous if needed) on the Program.
• In coordination with the MEAL Officer, oversees the development and implementation of community-based and organization-based grievance, conflict and/or complaint resolution committees and referral mechanism.
• Actively supports the program’s accountability mechanism to ensure beneficiary and community feedback is assessed and addressed
• In coordination with the MEAL team, assists with monitoring of projects and programs through regular site visits and interviews with project beneficiaries.
• Compile field reports, as needed, for the PM.
• Support partner staff, if applicable, in the development of monthly and quarterly reporting
• Contribute to reports for CRS and donors.
• Actively participates in project assessments, reviews and evaluations.
Coordination, Advocacy, Reporting and Resource Mobilization:
• Liaise with various government, non-government and private institutions in order to access resources, lead the process of developing project briefs and concept notes , and lead resource mobilization activities in response to pressing community needs
• Provide orientation and coordinate technical support with other shelter, livelihoods and DRR actors/organizations such as: local church officials/leaders, government officials/departments, and non-governmental organizations and UN shelter cluster.
• Under the guidance of the PM, and in a CRS approved format, ensure the development of communication materials, such as newsletters and brochures (offline) and online blogs and e-magazines to convey relevant information.
• Under the direction of the PM, and in a CRS approved format, ensure the maintenance of the project blog and social media presence
• Under the guidance of the PM, in a CRS approved format and as a result of the community action planning process, support the development and dissemination of advocacy points (online and offline)
• Coordinate and communicate with the appropriate CRS body to assure conjoint intervention strategy as they relate to CRS shelter, DRR/WASH and livelihood programs
• Represent CRS in inter-agency meetings (shelter cluster and community-driven relocation TWG), conferences or gathering, and other shelter forums when requested by the PM.
Supervision:
• Supervise the Area Coordinators on the Community Facilitator team.
• Identify staff development needs and coordinate appropriate training opportunities.
• Regularly communicate with the team and engage team members in key decision making.
• Identify staffing needs on a timely basis to ensure appropriate recruitments.
• Support orientation of all new team members in CRS’ mission and vision, values based behaviors, and organizational culture;
• Promote a culture of respect, learning, professionalism and excellence on the team;
• Identify talent and provide on the job learning and other growth opportunities to develop new leaders in the country program;
• Deliberately work to develop and grow national staff to assume progressively more senior positions on the team;
• Set a good example of self-care. Identify stress in team members and support constructive coping behaviors.
Finance:
• Draft, implement, monitor and recommend adjustments to community facilitation activity budgets as relevant.
• Provide information to the Program Manager on cash forecasting and spending plans for Community Facilitation activity budgets.
Minimum Qualifications:
Education:
• Master’s Degree in Social Work/Community Development, Public/Business Administration, Public Education, Health, other fields Social Sciences or equivalent trainings & experiences.
Experience:
• Seven to ten (7 to 10) years of experience as Community/Enterprise Development Specialist working with NGOs, private or government agencies in planning and implementation of emergency response, disaster risk reduction, or shelter/livelihood recovery; training experience desired.
• Experience in project planning, reporting, and participatory approaches.
• Experience working with communities at the grass roots level and networking with local & national government officials.
• Budget management experience preferred.
Knowledge:
• Working knowledge of Sphere standards.
• Excellent understanding of local NGOs and government system, with knowledge and appreciation of the vision and mission of CRS.
• Knowledgeable in participatory and rural development processes.
• Acceptance of cultural differences in a continuously changing environment.
• Knowledge of Participatory Rural Appraisal tools and techniques.
Skills:
• Ability to work with stakeholders on multiple levels including non-government organizations, donors, media groups, religious groups (Catholic, Muslim, etc.), and government units.
• Strong skills in developing organizational capacity including institutional strengthening, mentoring and coaching.
• Proven organizational skills and ability to manage multiple tasks simultaneously.
• Good written and interpersonal communication skills.
• Skilled in personnel and financial management, with some experience preferred in technical writing and proposal development.
• Ability to create a team environment and coordinate with other departments.
• Mature disposition in appropriately managing sensitive situations; ability to modulate emotions professionally at all times.
• Strong skills in assessing and developing partner capacity including institutional strengthening, mentoring and coaching.
• Proficient in the use of MS Windows and MS Office programs.
• Proficiency in English, Pilipino and Waray-Waray is a must; other local languages a strong advantage.
