PURPOSE OF POSITION

The Child Protection (CP) Manager ensures that WVDF’s Child Protection Technical Program and all child well-being initiatives are of high quality and evidence-based; adheres to global and regional mandates; aligns with WVI’s Child Protection guidance and within larger programming framework/s (e.g. LEAP 3); strategically positions WVDF as a leading child protection organization and engaging with national level technical networks to pursue joint advocacy to fulfil government commitments and national plan in addressing violence against children; and ensures sustainability of Child Protection outcomes through increasing ownership of Child Protection interventions and activities by various Government agencies and its local counterparts as well as community-based organizations and networks.

• Engage with WVI’s Global and Regional specialists in Child Protection programming to learn and share promising practices
• Network with other institutions and agencies focused on children’s rights, child protection in the Philippines in order to represent WVDF, enhance WVDF knowledge of other actors and their strategies, and identify and engage potential partners
• Relate and collaborate with the National Director, Senior Leadership Team and Technical Leads and other departments on matters related to the strategic integration and alignment of child protection into WVDF ministries
• Engage with key national and field staff on matters of child protection and well-being. Occasionally, with local communities including children and youth , both to communicate WVDF’s child protection strategy and to deeply understand local issues and perspectives
• WV’s Child Protection Community of Practice
Lead the development and implementation of WVDF Child Protection Technical Approach, Technical Programme, Project Models, and Monitoring & Evaluation framework that ensures improved child well-being outcomes in child protection.
Collaborate with various functions/teams to ensure that WVDF adheres to the highest standard of child protection.
Lead the delivery of technical expertise and support to all Area Programmes (APs) and to child protection-focused grants projects.
Technical leadership and management: co-lead and co-manage the Child Protection technical specialists ensuring that they provide timely technical support to area program teams and ensures that WVDF models/practices the standards of Child Safe Organization
Advocacy: Ensure that the national advocacy agenda on child protection are prioritized and achieved.
Representation: Represent WVDF to appropriate national and/or international technical, coordination, and advocacy coalitions on issues related to Child Protection and well-being
Collaboration and coordination: Participate in Global/Regional Child Protection Communities of Practice, Regional Child Protection initiatives, and National Forum/ and Technical Working Groups. Establish inter-agency partnerships that enhance WVDF ability to promote child protection programming.
Resource Acquisition: Leads the development of concept notes and project proposals on child protection for grants or PNS purposes

Negotiate with and support AP staff in the adaptation and implementation of TPs within the local context
Engage with and influence national networks and government policy
Analyze and use information generated from many different APs, for advocacy, accountability and program improvement
Incorporate appropriate elements of the contextualized Sponsorship Field Operating Model into the TP
Shared responsibility for quality implementation and results of the TP including CESP
Collate and analyze information on performance and results of the TP across all APs, and generate TP reports
Learning and improvement of TP
Manage TP activities outside of the AP (national level)
Engage in national networking and policy influence
Support adaptation of TP into AP
• Quality of contributions to development and assessment of the National Strategy
• Child Protection Annual Business Plan supports the National Strategy Implementation Plan.
• TA and TP are in-placed and implemented by Area Programs and relevant projects across WVDF (including standardized log frame).
• Child Protection Project interventions are based on proven approaches aligned with Partnership Child Protection core emphases, interventions, activities, and cost.
• % of APs reporting against standard Child Protection outcome and monitoring indicators
• Child Protection strategic objectives and strategic implementation plans are monitored.

Ensures that Child Protection targets are achieved through effective implementation and monitoring of Child Protection TP by collaborating with various teams.
Provide strategic oversight of the performance of the Child Protection TP
Ensure that monitoring of Child Protection outcomes is being done correctly and consistently
Ensure that Child Protection Technical Specialists regularly collect, consolidate and analyze Child Protection monitoring and evaluation data to determine evidence of impact.
Ensure that TP evidences are utilized to further improve CP programming
Contribute high quality analysis of Child Protection results to the Child Well-being Report.
Lead strategic processes of reporting, reflection and planning on Child Protection with the participation of multi-sectoral stakeholders.
• Evidence that the Child Protection team are regularly analyzing monitoring data and responding to findings to improve programme effectiveness

Technical Leadership and Expertise :
Ensure technically competent CP Specialists to provide state-of-the art technical expertise across all APs

Ensure that staff understand and follow WVDF child protection policy and undertake all efforts to raise the quality of implementation of Child Protection Policy and Standards

Technical Leadership: Child Protection in Emergencies
Lead the mainstreaming of child protection in emergency response (such as reunification, tracing, child-friendly spaces,prevention of separation, etc.) and facilitate the transition of emergency interventions into development programs.
Influence, network and collaborate with national level government, NGO and UN Agency on child protection in the area of CiE.
Lead and coordinate efforts for child safe organization compliance in emergencies.
Provide guidance on the development and implementation of child protection incident preparedness plans and coordinate or support response to child protection incidents in communities in emergency situations.
Provide technical advice on child protection system approach and its application in emergency context.
