Chemonics seeks a chief of party for USAID’s anticipated Coastal Fisheries Sector Activity in the Philippines. The five-year activity will promote sustainable fisheries practices; curb illegal, unreported, and unregulated fishing; and provide technical assistance in coastal resource management. Ideal candidates will have experience in cultivating innovative partnerships with local fishing communities, the private sector, and local, provincial, and national officials to support governance and institutional development. Responsibilities include:
Provide overall project leadership through strategic planning, management, and technical implementation, ensuring all project activities meet target environmental and economic objectives
Serve as the primary liaison with USAID, the host-country government, local partners, stakeholders, and counterparts in the public and private sectors
Provide technical expertise in natural resource management, coastal resource management, biodiversity conservation, environmental law, environmental law enforcement, coastal resource management, sustainable fisheries management, and environmental governance
Increase conservation efforts toward marine biodiversity, enhance ecosystem productivity, and augment and improve fisheries-related livelihoods in marine protected areas
Oversee project compliance, work planning, performance management, financial management, budgeting, and strategic communications
Qualifications:
Master’s degree in a relevant environmental field (e.g., earth sciences, forestry, natural resource management, aquaculture, coastal resource management, resource economics, or environmental law) or other relevant field required; Ph.D. preferred
Minimum 10 years of professional experience relevant for the successful implementation of environmental programs
Experience in Asia required; experience in the Philippines preferred
Proven success managing complex donor-funded projects with diverse staff
Previous success leveraging public-private partnerships for development goals
Demonstrated leadership, versatility, and integrity
Professional proficiency in English required
