Duties and Responsibilities
Scope of Work
The Agricultural Livelihood Specialist will lead and support the identification of viable business and enterprise development and investment opportunities, analyse the barriers to start-ups, conduct preliminary analysis of potential returns on investments and make recommendations for creating an enabling environment for businesses and enterprises to be supported.
The national expert will lead on the following:
Assessment of barriers and opportunities (legal, institutional, practical and otherwise) on the economic and production landscapes within the selected project sites;
Targeted analyses of market potential of selected potential value chains, including market trends in the respective business fields;
Baseline assessment of the current financial and other benefits accruing to communities on the utilization of the natural resources for livelihood purposes;
Baseline assessment of existing community-based business and economic models;
Identification of an appropriate, community-based, cost-effective and integrated package of ecological and physical measures to be implemented at a landscape level;
Undertake socio-economic assessments of selected sites, identify sources of incomes for most households and levels of poverty (household incomes).

Educational Qualifications
Bachelor’s degree in Economics/Business Management/ Entrepreneurship/ Development Economics
Experience
At least seven (7) years of demonstrable experience in agricultural development and enterprise/livelihood development;
Excellent understanding and at least three (3) years of experience in doing value chain analysis, product development, marketing and promotion;
Previous experience working with international organizations;
Language
Good command of English is a requirement.
Criteria for Evaluation of Offers
Offers will be evaluated based on combined scoring method – where the Technical Proposal will be evaluated based on qualifications in the CV. The Technical evaluation is weighted a max. of 70%.
The Financial Proposal that will be evaluated through submission of the Offeror’s Letter to UNDP Confirming Insterest and Availability for the IC including Financial Proposal Template and combined with the price offer will be weighted a max of 30%;
