IOM has been active in the Philippines since 2002 responding both to small scale and large complex emergencies. Since the devastation of Typhoon Reming (Durian) in November 2006, IOM has been closely supporting and coordinating with the Government of the Philippines to enhance disaster preparedness and reduce disaster risk in regions vulnerable to natural disaster.
In 2016, IOM Philippines completed a pilot Community Evacuation Center in Guiuan under a programme to enhance the Network of Evacuation Centers in Eastern Samar and in partnership with the Department of Social Welfare and Development (DSWD), IOM will replicate the building in the City of Borongan.
CONTEXT
Under the overall supervision of the Project Manager and the direct supervision of the Project Engineer, the successful candidate will be responsible for assisting the Project Engineer in overseeing the construction activities and the implementation of quality assurance procedures for the Community Evacuation Center in Borongan City, Eastern Samar. The Field Engineer will be based on site and will support field level project control by identifying, monitoring and addressing project related issues, impacts and resolution.
CORE FUNCTIONS / RESPONSIBILITIES
1. Assist the Project Engineer in overseeing the Contractor, and monitor all construction activities on-site, including equipment condition, materials testing and workmanship.
2. Assist with the implementation of the Project Quality Control and Assurance Plan, including routine inspection of each definable feature of work during the Preparatory Phase, Implementing Phase, and Completion Phase.
3. Perform routine materials inspection and testing and record all test results.
4. Assist the Project Engineer in administering best practices and eliminate potential quality deficiencies.
5. Keep a record of all site meetings and assist the Project Engineer in administering the construction contract (as required) to ensure that all work accomplished is in accordance with the contract (e.g. site instructions, construction drawings and technical specification).
6. Assist the Project Engineer in maintaining a submittals register (shop drawings and samples) and perform preliminary review and approval of all submittals prior to the documents routing for the Project Manager and Consulting Engineers final review and approval.
7. Assist the Project Engineer in tracking accomplished works. Deliver the project within the stated timeline, budget and quality.
8. Attend relevant meetings and coordinate with various key agencies, Local Government Units (LGUs) and other government or Non-Government Organizations (NGOs) active in the region for project related coordination.
9. Perform other relevant tasks or duties as may be requested by the supervisor.
REQUIRED QUALIFICATIONS AND EXPERIENCE
Education
• University Degree in Civil or Structural Engineering from an accredited academic institution, with three years of relevant professional experience; or
• Completed High School degree from an accredited academic institution, with five years of relevant professional experience;
• Certified Professional Civil or Structural Engineer in the Philippines Professional Regulatory Commission (PRC).
Experience
• Experience in international humanitarian response and/or development projects;
• Experience working on construction projects of a similar scale and complexity;
• Experience working in the Province of Eastern Samar;
• Extensive experience in liaising with local or national government agencies is required.
Languages
Fluency in English is required. Working knowledge of French and/or Spanish an advantage.
