BACKGROUND:
As a consortium, Action Against Hunger together with Save the Children is jointly implementing the project: “Strengthen Disaster Preparedness and Improve the Effectiveness of Response to Humanitarian Crises in the Philippines” from January 2015 to December 2018 in target areas in Surigao del Sur and Compostela Valley in Mindanao.
The project aims to improve the disaster resilience and adaptability of women, men and children in their respective communities, paying special attention to vulnerable groups and natural ecosystems highly exposed to disaster and climate change. It also pursues the optimization of the existing opportunities to mitigate the risks and achieve sustainable development using a gender sensitive perspective and the rights approach. The purpose of the project is to strengthen the links between civil society, community and institutions through a participatory and inclusive process. This is meant to be, a prerequisite to achieve the project objectives and ensure ownership and sustainability of the initiative beyond the period of intervention. The main expected output is the integration of DRR-CCA plans into the local development plans and their alignment with national and subnational policy frameworks on DRR and CCA, as well as improving the capabilities of local governments, schools (including children) and communities (including vulnerable groups) to effectively prepare for and respond to disasters.
OBJECTIVES:
To link DRRM/CCA sources and products together and monitors cohesion. It compiles, coordinates, maintains and disseminates DRRM good practices, lessons learned, products, tools, maps, legislation, and other types of available information. This includes the publication of the OCD’s annual progress report on the implementation of the National DRRM Plan as well as the periodic assessments of performance monitoring of the NDRRMC member-agencies. **
To serve as an interactive national information desk. Mainly, local government units can address the information desk with questions, issues and suggestions. The web platform is envisaged to be easy to navigate and interactive, making all information readily available. There is an email address and telephone number for inquiries and further clarification of documents and regulations. All inquiries should be answered within a time span of a few working days.
To serve as a platform for technical knowledge exchange among Civil Society Organisations (CSOs), universities, and technical government agencies to address the gaps between science and policy with actual community experience.
DESCRIPTION OF WORK
In close consultation with the IT department of OCD, the part-time web administrator will be responsible for
Write well designed, testable, efficient code by using best software development practices
Create website layout/user interface by using standard HTML/CSS practices
Integrate data from various back-end services and databases
Gather and refine specifications and requirements based on technical needs
Create and maintain software documentation
Be responsible for maintaining, expanding, and scaling the website
Stay plugged into emerging technologies/industry trends and apply them into operations and activities
Cooperate with other IT staff to match visually appealing sites that feature user-friendly design and clear navigation in accordance to the government specified templates/protocol
Facilitate an orientation/workshop to feature the integrated web platform
Draft a user guide
SKILLS AND QUALIFICATIONS
Bachelor’s degree in computer science or other related field of study
Strong understanding of user-interface, cross-browser compatibility, general web functions and standards.
Experience in planning and delivering software platforms used across multiple products and organizational units.
Deep expertise and hands on experience with Web Applications and programming languages such as HTML, CSS, JavaScript, JQuery and API’s.
Deep functional knowledge or hands on design experience with Web Services is needed to be successful in this position.
Strong grasp of security principles and how they apply them to applications.
