IT Training Manager – Passerelles Numériques

Background
Passerelles numériques (PN), a non-profit organisation, is dedicated to enabling highly disadvantaged youths, through their abilities and their commitment, to access education and technical and vocational training, in the sector of Information Technology. We work to build strong employability which will allow them and their families to sustainably escape poverty, and contribute to the social and economic development of their countries.
Established in Cambodia, the Philippines and Vietnam, Passerelles numériques currently trains 418 students. PN employs around 100 people based in these three countries including a small team in France. Since 2005, 1 775 young talents completed with success their studies.
Passerelles numériques relies on the financial and skills sponsorship of several corporate partners such as Accenture and Econocom, and also receives support from individual donors.
In the Philippines, Passerelles numériques started its mission in 2009, with a training centre based in Cebu, in the central region of the Visayas. In 2012, the first class graduated with 24 students, and all of them had a job upon graduation. Today, PN Philippines (PNP) trains 181 students and graduated 269 young disadvantaged since 2009.

Context and mission
In 2016 and 2017, the K-12 Education Reform is transforming the Filipino educational system to cover 12 years of compulsory education and align to international standards. This reform adds 2 years to the High School program, such that grades 11 and 12 are added to be progressively implemented in 2016 and 2017. During these 2 transition years, there are no high school graduates, and PN Philippines has focused its selection on out of school youth and graduates from previous years, therefore the new intakes are on average older than before the reform.
In 2015, PNP has implemented a pilot class with a reviewed curriculum designed in partnership with the Department of Computer and Information Sciences of University of San Carlos (USC), and supported by partner companies such as Accenture, Icomm, House of IT, NCR, etc. The pilot class is currently in its 2nd year and will start their On the Job Training (OJT) in June 2017, and will graduate in April 2018.
In this moving context, PNP is looking for an IT Training Manager for its training program in Cebu. S/he ensures that PNP delivers a top quality training matching the needs of the Philippines market and enables underprivileged students getting access to IT qualified jobs, and is responsible for the smooth running of the IT infrastructure of PN Philippines.
S/he directly reports to PNP’s General Manager with the support from transversal advisors and closely cooperates with our training delivery’s partner, the University of San Carlos, and PN’s Education Team and the External Relations Department.

Duties and responsibilities
The IT Training Manager is in charge of the following tasks:
Training management:
• Assess the pilot class training.
• Improve and develop continuously the curricula matching local IT market’s needs, and incorporative innovative teaching methods and technologies.
• Adapt the training curricula according to impact of K to 12 reform.
• Design and adjust the syllabus content based on the feedbacks from the companies and adapted to existing program provided by the university.
• Supervise and ensure the quality of the training in relation with USC.
• Design the students’ assessment.
• Provides any necessary courses to poor level students.
• Manage, coach, and evaluate:
• a Training officer in charge of academic affairs and relations with USC,
• a Professional Life Trainer in charge of designing and implementing soft skills training and prepare the students in terms of professional behaviour,
• an IT training officer in charge of identifying students’ difficulties in following the training, and offering them tutorials, exercises and remedial classes.
• Recruit trainers, coordinate their schedules, and follow up the dedicated trainers in San Carlos University.
• Design, propose and coordinate (in link with Passerelles numériques headquarters) short missions to support the training, and/or the trainers, and identify local volunteers.
• Organize trainer’s work in line with training plans.

Technical management:
• Manage IT Infrastructure: IT laboratories and office (100 devices).
• Manage, coach, and evaluate an IT system administrator in charge of IT network administration and IT support for staffs and students labs.
• Support staffs and provide solutions when they are facing IT issues.
• Administrate Google Apps, Windows Active Directory users, file storage servers, back-ups and group policies.

Relations with other institutions:
• Ensure the good relationship with the University, coordinate with USC departments, with specific focus on Department of Computer and Information Science, select USC teachers, coordinate their schedules, and provide the suitable support to the concerned trainers.
• Together with the Education Team, follow up the quantitative and qualitative results of the training delivered by the university.
• Together with External Relations Team, meet up and collect companies’ requirements and feedbacks on student’s performance and technical skills during the internship.
• Build and maintain a network of IT professionals and entrepreneurs in Cebu in order to source potential volunteers and participate in IT events.
• Contribute in the transversal project development in cooperation with other two Centers in Cambodia and Vietnam.

Skills and experience
• EDUCATION: Bachelor or Master Degree in Computer Science, Information Science, Management Information Systems
• PROFESSIONAL EXPERIENCE: 5 years of professional experience in IT industry (Software Development is preferred) and/or other relevant position, IT market knowledge, capacity to self-train on new IT trends and technologies.
• SKILLS: creative, inventive, open-minded, visionary, resourceful, good management, organizational and communication skills.
• TECHNICAL SKILLS: Software Development Life Cycle, front-end and back-end technologies, Node JS, Java, Cyber-security, Windows server, Open source solutions. Usage of Rapsberry Pi, drones, 3D printing, Internet of Things.
• LANGUAGES: Proficiency English in both verbal and written communication, French is an added asset.
• Motivated to work for underprivileged youth.
• OPTIONAL: previous experiences in developing countries.

Status and conditions
VSI contract (Volontariat de Solidarité Internationale) or Local contract with health insurance, 2 days of paid leave accrued per month and Filipino Public holidays paid leave.
