Context:
The Office of the Inspector General (OIG), inter alia, undertakes investigations into alleged violations of IOM’s regulations, rules and relevant administrative instructions, such as but not limited to, fraud, theft and embezzlement, corruption, sexual exploitation and sexual abuse, abuse of privileges and immunities or of authority, workplace harassment, bullying, whistle-blower retaliation or other acts or omissions in conflict with the general obligations of IOM personnel. The successful candidate will conduct investigations into these areas, as well as inspections of high risk areas, in order to minimize the risk of fraud and misuse of resources. The Office of the Inspector General is seeking applicants with experience in conducting such investigations of an administrative nature and inspections.
The position requires international travel on an ad hoc basis and of irregular frequency. Under the direct supervision of the Chief Investigator and the overall direction of the Inspector General or his/her delegate, the Investigator will be responsible for the following duties:
Core Functions / Responsibilities:
1. Lead complex office and field based investigations into allegations of violations of IOM’s policies, procedures, standards, guidelines, and applicable regulations and rules and inspections in a timely and effective manner. Plan the strategy, determine the investigation procedures and scope of the investigation, and prepare an investigation programme.
2. Review and assess complaints and allegations, formulate investigation plans, review and analyse all information to determine its relevance and reliability, conduct interviews of staff and other involved parties, obtain and analyse potential documentary, electronic and forensic evidence, conduct investigative research, and determine the appropriate presentation of investigative results and inspection findings.
3. Advise and direct staff on matters pertaining to the investigation of wrongdoing and inspections as necessary.
4. Work and coordinate closely with the other control and monitoring functions as appropriate.
5. Prepare, plan, record interviews, reports and ad hoc briefs pertaining to investigations and inspections.
6. Prepare recommendations for corrective action and improved controls, effectiveness, or efficiency of IOM’s operations based on the findings of investigations or inspections. Conduct discussions of recommendations and findings at close of investigation or inspection with relevant managers. Appraise adequacy of follow-up action taken with respect to findings and recommendations.
7. Assess the potential for fraud and corruption in operational activities, make recommendations, and discuss findings with relevant heads of operations.
8. Regularly appraise progress of investigations and assess probable impact of investigation and inspection outcomes relative to strategies.
9. Provide substantive inputs for the development of the Office’s policy and procedural framework and best practices and other lessons learned from investigations and inspections.
10. Contribute to preparedness actions such as early warning, risk analysis and contingency planning and make the necessary recommendations. Periodically monitor the management of risks and report on any actions taken.
11. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Law, Human Resources, Criminology, Accounting or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.
Experience
• At least seven years of progressively responsible professional experience related to investigations, with a proven track record in planning, leading and executing investigations;
• Previous experience in conducting investigations and inspections of an administrative nature with a UN organization, international financing institution or similar, and working in developing countries is a distinct advantage.
Languages
Fluency in English is required. Working knowledge of French and Spanish is an advantage.
